Why structured JSON instead of just a document?
A booking decision must be exact and auditable. Structured rules let a deterministic engine decide allow or deny without AI guesswork at booking time, and explain in plain English why a booking was denied. AI may help author the policy or act as a booking client; it never decides the transaction — agents propose, the engine decides.
What are the two travel channels?
Workforce travel runs on two channels, separated by a single test: is the trip approved? Business travel requires approval through delegation of financial authority, and the approval is the gate — quotas do not apply; the mechanism is authority, a person empowered to say yes or no. Private travel requires no approval: quota and sanctions govern it — the mechanism is entitlement, where the rules grant the seat and sanctions protect the rules. Subsidised travel is a form of private travel where payment, rather than quota, grants the seat — a fare is not an approval. Quota available or payment taken is, in effect, automatic approval. The channel names are arbitrary; the test is not — and which trip reasons require an authority is itself an organisational choice: the test is universal; the mapping is policy. Content source is a property of a booking, never a channel. Friction, in this model, is derived rather than imposed — medical travel is frictionless because safety outranks process, private travel is frictionless because no company money moves, and business travel carries the full claim machinery because company money does.
How does it handle rest-and-recuperation (R&R) travel?
R&R is the canonical straddler: business-caused, because it is an entitlement arising from rotation, but private-shaped in timing and destination. The precise question is never "is R&R business or private?" but "which R&R decisions need an authority to say yes, and which are entitlements the rules can grant?" In this tool the entitlement core stays quota-governed on the private channel, and exceptions escalate to approval as business-reason trips — trip reasons carry their own funding, so the split is easy to express.
